I have a fully funded 3-year PhD position that I would very much want to offer to someone affected by the war: either a Ukrainian displaced physically or scientifically (say, studies interrupted) or a Russian mistreated for protesting the war (the new laws there even ban the word war).

The topic is database query languages, with interest in graph languages in addition to relational. The project involves both theoretical and practical aspects so background in each of logic, TCS, algorithms, databases and systems building is great.
